Here is a link to the Elsinore Valley Municipal Water District LEAPS project website that details their plan to pump water from Lake Elsinore to the top of South Main Divide, then run it downhill through generators during peak hours. This effects us because they want to dam up Morrell Canyon to hold the water and build high capacity power lines along south main through the forest and along our ranch border.
EVMWD is taking time to closely study the potential impacts of the LEAPS project on the environment in the Cleveland National Forest. The environmental studies are designed to ensure the project will not interfere with or inhibit the growth of wildlife and plants in the region. The studies are done to preserve the conditions in the area and maintain them for future generations to enjoy. The LEAPS project must meet requirements for both the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA). EVMWD is currently awaiting the draft Environmental Impact Statement (EIS) from the Federal Energy Regulatory Commission (FERC), which oversees all NEPA requirements. Upon receiving the EIS, it is reviewed to ensure all state requirements are also met. Completion of these requirements will bring the LEAPS
Upcoming LEAPS Milestones • November 2005 – Receive draft Environmental Impact Statement from the Federal Energy Regulatory Commission (FERC) • November 2005—Approx. April 2006 – Comment period on draft Federal Environmental Impact Statement • Approx. May 2006 – Receive final Federal Environmental Impact Statement • June 2006 – Federal Process will reach a conclusion with a decision from FERC • End of 2006 – Both Federal and State process should be completed • End of 2007 –Transmission Line intended to be online * Above dates are based on projected estimates

150 foot Power Towers being run though Main Divide Road The possibility of our property being acquired through Eminent Domain Frequent road closures 600 million dollars in cost overruns
In addition this nutty project will never pay for itself, and we will end up paying the highest water costs in the country.
